Аннотация к статье:

Установлены основные причины требований развития Северного морского пути (СМП) как международного транспортного коридора, связывавшего поставки сжиженного природного газа (СПГ) и других товаров с арктических месторождений России на рынки стран Европы и Азии. Определены основные показатели производства СПГ в России и в мире. Определена зависимость между поставками СПГ и уровнем развития арктической транспортно-логистической системы. Определён уровень регулирования и управление Северным морским путём, выявлены их основные принципы и показатели. Определены условия формирования СМП как публичного международного транспортного коридора. Указаны проблемы, сдерживающие развитие поставок СПГ по Северному морскому пути и меры правительства и бизнеса, направленные на их устранение. Выявлена синергия между развитием СМП и уровнем, и эффективностью экспортных поставок СПГ

Abstract:

The authors determine the major reasons for the requirements to develop the Northern sea route (NSR) as an international transport corridor linking the supply of liquefi ed natural gas (LNG) and other goods from the Arctic fields of Russia to the European and Asian markets; they also present the key indicators of LNG production in Russia and in the world as well as the relationship between LNG supplies and the level of development of the Arctic transport and logistics system. Th e authors identify the extent of the Northern sea route regulation and governance with the main principles and indicators. Besides, the conditions for the NSR to become a public international transport corridor are determined. The problems hindering the growth of LNG supplies along the Northern sea route and the measures taken by the government and business to eliminate them are indicated. The synergy between the development of the NSR and the volumes and effi - ciency of LNG export supplies is revealed
